Job Description

Our Client is a Government entity looking for Arabic Speaking Senior Transport Manager (Chief Specialist) - Transportation based in Dubai. Contract : 8 months JOB PURPOSE .

Support and provide technical expertise/strategic/implementation/study programs for Operation Control Centre (OCC) to deliver sustained operational performance and develop interface communication and procedures with other sections to manage Dubai public transport and intercity bus services, and major special event transport services. .

Impart, coach and support Operation Control Centre Supervisors and operators towards developing a uniquely pragmatic and ‘hands-on’ entrepreneurial approach towards developing and implementing its public transport and intercity network, commercial charters and special operational process. KEY ACCOUNTABILITIES: .

Review existing bus route performance and development of specific Route Development and Review Process with a view to exceed the current and planned patronage growth expectations, maximise customer focus and journey experience, overall attractiveness of buses as a journey of choice, and on time performance of the public transport network as a whole and ease of use of bus network in particular. .

Develop yearly strategic plan for OCC with key milestones to track the implementation and progress of the approved plans. .

Develop and review current OCC Strategy and operational KPIs in line with agency and department strategy and best practise in the world. .

Impart, coach and support Supervisors and Operator to become competent in implementing and enhancing managing network delivery through pragmatic and ‘hands-on’ approach. Where appropriate, Supervisor will be guided in developing new and entrepreneurial concepts in delivering bus service to complement conventional bus services plans and optimal use of available resource. .

Develop and review the current reporting data to evaluate and increase the performance of Bus ServicesDriverSupervisorOperator. .

Develop and review OCC operation procedure in line with the best optimization of big data. .

Develop and review Communication and Incident Escalation plan and Service Level Agreement with all stakeholders of OCC, Crisis Management Team, and Metro/Tram OCC for breakdowns requiring bus replacement services. .

Develop a roadmap for Artificial Intelligent Strategy to be implemented in Bus OCC system in coordination Development Department. .

Provide a SWOT Analysis of OCC system and recommended improvements for management consideration. .

Review of key operational metrics (KPIs) having regards to international best practice (including operational, safety, resource management metrics). These shall include but not limited to: .

Provide an implementation road map for operations with a view to adopt an entrepreneurial business approach to deliver the transport program whilst achieving a high level of customer satisfaction and high reliability of the services. .

Provide other strategic inputs and benchmarking of proven entrepreneurial business model in order to allow the company to draw out the best applications and solutions of the various economic systems of regulation and supply of public bus services as practised around the world. .

Provide advisory support to department director on the best approach to deliver world class bus public transport services under an Outsourced business model including regulatory roles, reporting by and review of operator performance, and inter-operator and regulator coordination to manage service disruption .

Provide human resources implementation plan including soft and technical skills competency development .

Support in Operational management of Bus OCC in any plan or not planned events. .

Any task as directed by department director or OCC Manager.

REQUIREMENTS .

Arabic speaking candidates with fluency in English. .

Master degree in transportation, software programming or computer engineering from a recognized university is desirable. .

Knowledge in transportation Operation Control Centre, planning, operations Depot and engineering is desirable. .

10 - 12 years relevant work experience of which the last 5 years must be in a management position of a large transport or logistics organization. .

Good Communication skills, report writing, group facilitation, presentation, and public speaking. .

Analytical thinking; business judgment; business innovation; forward thinking, and good computer skills. .

Adaptability, strategic leadership, teamwork, focuses on results, developing organization talent, and an active listener CRITICAL COMPETENCIES .

Provide leadership and guidance on execution of projects .

Ability to analyse operational deficiencies and provide appropriate and effective improvement actions .

Competent in use of operational and financial indicators to measure and track performance and project implemented .

Ability to formulate business implementation plans to achieve project goals and targets .

Able to impart, coach and guide team through knowledge sharing, skills training and monitoring of program progress .

Knowledgeable in industrial best practices and industrial norms of bus service operations
