Job Description

Manages regulatory and non-regulatory approvals/permits with Government entities, statutory authorities and master developers and facilitate all relevant documents from plot owners to define, develop and deliver retail projects. Builds and maintains strategic relationships as focal point from retail engineering with statutory authorities and Government authorities in obtaining permits, NOCs and expediting approvals. Supports the definition, development, and implementation of the NOC management functional framework.


Detailed Description


Accountabilities

2.1 Supervision

  • Identify the NOC requirements, Plan, supervise, follow-up and coordinate with service authorities related to project scope and to expedite the approvals to meet project objectives and timeline.
  • Facilitate the relevant documents and information from statutory authorities, master developers and plot owners as required by consultants and contractors for necessary submission for approvals of permits, NOCs, inspections and obtaining completion certificates.
  • Ensure and maintain strategic and healthy relationship with Government entities and other external stake holders to expedite and prioritize ENOC retail projects.

2.2 NOC Management and Liaison Activities

  • Plan, implement and follow up for the authority approvals liaising with senior project managers during design stage for design NOCS and during construction for construction NOCs.
  • Arrange all necessary documents and data related to land ownership, affection plan, local regulations to internal stakeholders and external stake holders such as consultants and statutory authorities.
  • Document management above data and NOC approvals, monitoring and tracking to maintain validity and follow up for renewals prior to expiry.
  • Making follow up internal stakeholders and external stakeholders to expedite NOCs and approval for permits.
  • Meeting heads of various sections/depts in government entities and statutory authorities and maintaining good relationship as a focal point of ENOC retail projects.
  • Prioritizing the NOC approvals and permit approvals in relation to project schedule and handover requirements.

  • Knowing focal points of Authority staff for early approval NOCs and permits, keeping friendly relationship with Authority Staff and Engineers.

2.3 Policies, process, systems, procedures, and controls

  • Develop and implement project specific NOC process, procedures, checklists and tracking system with all Government, external and internal stake holders' requirements.
  • Comply, Implement, and supervise the NOC and permit requirement as per authority requirements for respective projects.
  • Support the development of Technical NOC requirement for precontract, tender and post contract phases of the project.

2.4 Budgets and Work Plans

  • Provide senior project manager and other project managers inputs for the development of budgets and work plans for projects based on the project NOC/ Permits.
  • Facilitate required inputs, documents, and necessary information to project managers on head lease, trade license application and landowner's Emirates ID, Passport copy, Family book, title deed etc.

2.5 Performance Management

  • Contribute to the development of the department's KPIs and ensure proper cascade of performance objectives within the project team and delivery of these objectives within the project.
  • Contribute to the achievement of the approved performance objectives for the section and achieve personal objectives in line with the company Balanced Scorecard framework.

2.6 NOC and Approval Database

  • Update and maintain Database and details of stakeholder facilities and services for NOC Processing purpose. Updating the physical verification information of facilities and services received through NOC submission documents.
  • Update and maintain the database on information on government regulations and legislation related to retail projects and area of work so that these requirements can be timely built into project plans.

2.7 Focal Point Accountability

  • Function as the focal point of the ENOC retail engineering dept through which all necessary requirement for obtaining NOCs, Permits ,Clearance certificate , Security approvals by liaising with Government Entities and Statutory Authorities for respective retail projects.

2.8 Knowledge Management

Implement Knowledge Management Process for the project team by assimilating the lesson learnt, review/shortlisting, revision/development and publishing of authority requirement document, checklists, and Status tracking sheet.

2.9 Risk Management

  • Identify and assess relevant domain risk and implement measures to manage and/or mitigate all identified risks

2.10 Environment, Health & Safety (EHS) and sustainability

  • Support the EHS culture and comply with relevant EHS policies, processes, procedures and controls and applicable local regulation, NOCs and permits conditional requirements, legislations in line with international standards and best practices.
  • Support ENOC Group sustainability policies and procedures processes and standards implementation across the function in line with international standards and practices.

2.11 Innovation and Continuous improvement

  • Promote an organization culture that encourages innovation, enhances employee motivation, and supports implementation of change management initiatives.
  • Inputs to support the implementation of new tools, techniques, and technologies to continuously improve the quality and efficiency of delivering company products, operational processes, and services in the department.

3 Key Working relationships

Internal

  • Senior Project managers and Project managers within Retail Engineering Dept., Project team members on all aspects of the retail projects build program.
  • Stake holders Business Development and Networking planning Managers, Retail Operation Manager and Area managers, Retail Maintenance manager and Area Engineers.

External

  • Government Entities and Statutory authorities to obtain NOCs, permits and approvals.
