Roles and responsibilities
- Develop and implement project-specific Health, Safety, and Environmental (HSE) plans for marine infrastructure projects.
- Ensure compliance with ADPC, UAE, and international safety standards.
- Conduct hazard identification and risk assessments (HIRA) specific to marine activities like dredging, piling, and construction.
- Recommend and implement control measures to mitigate risks.
- Monitor and enforce HSE policies at marine project sites, including ports, jetties, and breakwaters.
- Conduct safety inspections, audits, and incident investigations.
- Ensure adherence to UAE regulatory requirements and international guidelines (e.g., ISO 45001, ISO 14001).
- Maintain detailed records of safety incidents, risk assessments, and HSE performance metrics.
- Organize HSE training sessions for site personnel, emphasizing marine-specific safety procedures.
- Foster a culture of safety by promoting awareness and proactive behavior.
- Develop emergency response plans for marine construction and operational scenarios.
- Conduct drills and simulations to prepare for potential incidents.
- Collaborate with ADPC and other stakeholders to meet project HSE objectives.
- Provide regular updates on HSE performance and compliance.
- 10 years of HSE experience in marine projects.
- At least 5 years of experience in UAE
- Bachelor’s degree in Engineering or a related field.
- HSE-specific certifications such as NEBOSH IGC, IOSH, or equivalent.
- Strong understanding of marine construction hazards and mitigation strategies.
- Familiarity with international HSE standards and practices (e.g., OHSAS, ISO).
- Excellent communication and leadership skills to manage safety teams.
- Strong analytical skills for risk assessment and reporting.

- Develop HSE Policies: Create, implement, and maintain the company’s health, safety, and environmental policies to align with local regulations and international standards.

2. Risk Management and Hazard Identification
- Conduct Risk Assessments: Perform regular risk assessments to identify potential hazards related to work processes, materials, equipment, and the physical environment.
- Implement Mitigation Strategies: Recommend and implement control measures to reduce or eliminate identified risks, ensuring that safety protocols are established and followed.
- Hazardous Materials Management: Oversee the management and safe handling of hazardous materials, ensuring proper storage, transportation, and disposal.
3. Incident Investigation and Reporting
- Investigate Accidents: Lead investigations into workplace incidents, accidents, near misses, and environmental spills to determine root causes and recommend corrective actions.
- Develop Reports: Prepare detailed reports for management and regulatory bodies, documenting the findings of investigations and outlining actions taken to prevent recurrence.
- Implement Corrective Actions: Track the effectiveness of corrective actions implemented following incidents and ensure that improvements are sustained.
4. Training and Awareness Programs
- Employee Training: Develop and conduct HSE training programs for employees at all levels to ensure awareness of health, safety, and environmental risks, as well as proper mitigation procedures.
- Safety Drills: Organize and conduct emergency drills, such as fire drills, evacuation procedures, and spill response, ensuring that employees are familiar with emergency protocols.
- Promote Safety Culture: Foster a culture of safety within the organization by engaging employees, raising awareness of best practices, and encouraging safe behaviors.
5. Environmental Management
- Environmental Impact Assessment: Assess the environmental impact of company operations, including waste management, emissions, resource usage, and land use, and develop mitigation strategies.
- Sustainability Initiatives: Implement sustainability initiatives that reduce the company’s environmental footprint, such as energy efficiency projects, waste reduction, and resource conservation.
- Waste Management: Oversee the proper disposal of hazardous and non-hazardous waste, ensuring compliance with environmental regulations.
6. Compliance Audits and Inspections
- Conduct Inspections: Perform regular inspections of work sites, machinery, and equipment to ensure they comply with HSE regulations and industry standards.
- Compliance Audits: Lead internal and external HSE audits to assess compliance with environmental and safety regulations, identifying areas for improvement.
- Ensure Reporting: Ensure that all HSE-related documentation, such as incident reports, audits, and certifications, is up to date and accessible for inspection by regulatory bodies.
