Roles and responsibilities
Reporting to the Regional Manager, Procurement Asia South. You are responsible for execution of proper contracting process related to Borouge operations in Asia South according to the implemented policies, business process, procedures, guidelines and practices to ensure & secure the company resources; this includes performing the contracting process from receipt of the contract request until the award of the contract, as well as supplier performance/relationship management.
The procurement activities in Borouge Asia South are all indirect procurement, including management consultancy, professional services, digital/IT expenditures, marketing communications, general admin and facility management services, plus Capital/CAPEX projects that support Borouge growth and expansion in the Asia Pacific region.
She/he will also be responsible for resolving contractual issues and claims from contractors for contract variations and maintains follow-up until closeout of contract file in accordance with the contract terms and conditions and procedures.
She/he shall also assist the Department Manager to drive continuous improvement initiatives and ensure operational excellence.
This position is based in Singapore.
Key Accountabilities:
Category Strategy
- Performs and executes contracting processes according to category strategies that enable specialized contracting at lower costs
- Conducts risk management (in coordination with Department Risk Champion), identifying potential risks and developing mitigation plans to minimize risks for the company
- Able to translate project requirements into specific procurement activities
- Alignment of long and short term procurement strategies with overall corporate needs
Contractor Relationship Management
- Defines supply base, including identifying and developing new sources and driving its qualification to provide desired quality supplies to the company
- Identifies strategic relationships to enable targeted supplier relationship management
- Conducts contractor relationship management initiatives (e.g. cost reduction and value engineering initiatives) to ensure maximum value is captured from the supply base
- Conducts performance evaluation of contractors to identify measures for continuous performance improvement
Desired candidate profile
- Executes the tendering process as per company policies and procedures to identify best sources on the supply market and comply with all legal and regulatory requirements
- Develops contracting strategy based on the scope of work/services and ensures that the final account to the contractor is based on the completion of defined deliverables
- Drives preparation of Contracts for selected services within responsibility to improve commercial conditions and reduce administrative effort
- Cost-effectiveness and cost-savings through efficient vendor selection as per company policies and procedures
- Produces procurement related documents and organize the documentation/record filing according to the company and project requirements
- Efficient allocation of resources to reduce the tendering cycle time
About You:
Minimum Qualification
- Bachelor’s degree, preferably in an Engineering or Supply Chain discipline or equivalent professional qualifications
Minimum Experience & Knowledge & Skills
- Knowledge of relevant contract laws and regulations
- Sound knowledge of commercial practices, legal aspects and negotiation skills
- 8 years of relevant procurement experience
- Minimum 3 years of indirect procurement experience, preferably in management consultancy, professional services, IT spend, facilities management and marketing communications
- Experience in procurement related to Capital/CAPEX projects preferred
