Roles and responsibilities
- Ensures quality of Contractor’s Systems Completions work planning and execution tracking systems (e.g. WinPCS)
- Key interface between PMT and Contractor Commissioning teams. Directly communicates to Contractor’s systems completion database lead to ensure that Systems Completion Database (SCD) is populated correctly and per project specifications.
- During detailed design phase, actively support development of Contractor’s creation of Systems Completion Plan, including how work will be broken up into systems and how completions activities for these systems will be populated into the completions system.
- Evaluates Contractor’s Systems Completion Package(SCP) submissions and follows up to ensure SCPs are being properly prepared and issued on a timely basis by Contractor and that packages are consistent.
- Promotes and ensures consistency between EPC-1 and EPC-2 SCDs.
- Supports entire PMT to promote effective use of SCD and the need to close PMT items (e.g. verification of Contractor claimed work items) on a timely basis.
- Generates regular reports using the SCD which tracks work progress and helps identify issues preventing progress.
- PMT central point for scheduling walkdowns and punchlist consolidation meetings.
- Works closely with Commissioning Manager and Commissioning Project Engineer to generate project completion reports and provide prompt feedback on any SC documentation quality issues.
- Works with PMT Construction and Quality personnel to ensure that inspection and testing gaps between Commissioning phase and Construction phase are addressed and that Construction and Quality activities are also being tracked properly.
- Ensures that punch lists are loaded in a timely and accurate manner into the SCD, that punch list descriptions are of sufficient quality to be actioned, and that punch item is a valid part of project scope.
- Ensures that Contractors are loading completed activities into the SCD in a timely manner.
- Coordinates and monitors all changes to Systems Completion Database, ensures that SCD management of change process is adhered too, and reports any unauthorized changes to UZ-750 Commissioning Manager.
- Support fabrication yard and site SCD personnel to ensure that database are being effectively used to track progress and report on status.
- Support Commissioning Project Engineer with to identify commissioning interfaces.
- Support PMT Cost and Schedule function with Commissioning related inputs from an overall UZ-750 project perspective.
- Support UZ-750 Commissioning Manager by generating reports from SCD.
- Follow project through the to Provisional Acceptance of final UZ-750 facilities
Reports to UZ-750 Commissioning Manager and maintain frequent communication with commissioning leads and commissioning Project Engineer. Focal point for interface to EPC systems completions database administrator
Qualifications
Minimum Requirements:
Minimum of 15-20 years capital projects experience (> 500 M USD) in a systems completion role . Extensive and detailed knowledge of at least one systems completion database is mandatory. Must have excellent communications skills, both written and verbal, with a strong command of the English language. Other languages a plus. Must have at least 5 years experience in the Oil and Gas industry, preferable with Upstream projects. Engineering degree preferred but not mandatory if all other experience requirements are met. Past experience managing interfaces between contractors or between contractor and an operating company is also highly desirable. Must have a working knowledge of at least one type of systems completion database. Must be willing to travel extensively for multi-week periods and have the flexibility to adjust work location to support project needs. Must be qualified to obtain a UAE work visa and work offshore and in fabrication yards
