Job Description

Roles and responsibilities

  • A Health, Safety, and Environment (HSE) Engineer plays a critical role in ensuring the health and safety of employees, as well as environmental protection in the workplace. HSE Engineers are responsible for designing, implementing, and overseeing safety policies and procedures to minimize risks, prevent accidents, and ensure compliance with safety regulations. This role is crucial in industries such as manufacturing, construction, oil and gas, chemical, and energy.

  • Establish measures to prevent fire or to minimize the effects of fire on life, property and operations.
  • Ensure Dubai Municipality and Dubai Civil Defence rules and regulations regarding Environment, Health and Safety are practised by all at the mall (AGC).
  • Establish emergency plans to deal with possible catastrophes involving Al Ghurair Properties' operations, such as fires, explosions, spills and releases of hazardous materials and loss of utilities.
  • Establish work rules and communicates information to employees to insure safe work habits, awareness of hazards and the use of appropriate protection.
  • Evaluate materials and equipment to control any work place hazard.
  • Maintain an inventory of chemicals used in the mall and premises and obtaining technical data regarding their use, handling and disposal.
  • Organize regular training for the staff in H&S procedures.
  • Develop and maintain appropriate HSE program records.

Who you are?

  • Engineering degree / diploma with additional qualifications or certifications in HSE (OSH / NEBOSH / IGC) required.
  • 10 years in HSE department in a reputed organization including significant UAE experience
  • Prior experience in hotel / mall / residential & commercial properties preferred.
  • Additional technical qualifications in electrical and A/C is an advantage.
  • UAE driving license required.

Desired candidate profile

1. Knowledge of Health and Safety Regulations

  • Regulatory Compliance: Thorough understanding of local, national, and international health, safety, and environmental regulations (e.g., OSHA standards, ISO 45001, ISO 14001, EPA regulations).
  • Risk Management Standards: Familiarity with risk management standards and frameworks, including hazard identification, risk assessments, and risk control measures.

2. Risk Assessment and Hazard Identification

  • Risk Analysis: Ability to perform safety audits, hazard analyses, and risk assessments to identify potential hazards and assess their impact.
  • Preventive Measures: Implementing strategies to mitigate identified risks, including engineering controls, personal protective equipment (PPE), and safety protocols.
  • Emergency Planning: Developing and maintaining emergency response plans and procedures for accidents, spills, fires, and other emergencies.

3. Incident Investigation and Reporting

  • Incident Analysis: Investigating workplace incidents and accidents to determine root causes and implementing corrective actions.
  • Reporting: Documenting incidents and preparing detailed reports that outline causes, corrective actions, and lessons learned.
  • Regulatory Reporting: Ensuring timely reporting of incidents to relevant authorities and regulatory bodies as per compliance requirements.

4. Safety Training and Awareness

  • Employee Training: Designing and delivering safety training programs to employees, ensuring they are aware of potential hazards and how to prevent accidents.
  • Safety Culture Promotion: Promoting a culture of safety within the organization by encouraging employees to follow safety procedures and raise concerns.
  • PPE and Safety Equipment Training: Ensuring employees are trained on proper use of personal protective equipment (PPE) and safety devices.

5. Environmental Management

  • Waste Management: Developing and implementing waste management plans, including handling, disposal, and recycling of hazardous and non-hazardous waste.
  • Pollution Prevention: Identifying and controlling environmental hazards, such as air, water, and soil pollution, to reduce environmental impact.
  • Sustainable Practices: Implementing environmentally friendly practices and policies to reduce carbon footprint, energy consumption, and resource waste.
