Job Description

Roles and responsibilities

We are looking to hire a Quantity Surveyor who will be responsible for tendering and contract management, cost estimation and budgeting and conducting feasibility studies to determine the viability of a project for our client based in Dubai, a large semi-government organization.

This position is a contract role with an initial duration of 12 months and is renewable.

We are looking for a passionate Quantity Surveyor (Pre-Contract) responsible for Preparing tender documents, including bills of quantities (BOQ), for contractors to bid on and handle the (end-to-end process).

Key responsibilities:

  • Review tender documents, scope of works, and feasibility for qualification and evaluate and analyze tender submissions and assist in selecting contractors. Prepare presentations, risk matrices, and related information to seek approval for bidding as per the strategic framework.
  • Provide contractual and administrative support to the pre-contract team in reviewing Job Requisitions (JR), drafting Solicitation of Interest (SoI), and preparing award recommendation reports.
  • Draft and submit technical and commercial bids, perform Rate Analysis, and ensure adherence to pricing methodologies and risk factor allocations.
  • Liaise with various departments to address tender queries and resolve pricing terms and conditions (PTCs).
  • Collaborate with estimation teams or cost consultants to secure cost-efficient bids while maintaining budget compliance.Develop and maintain standardized documentation, internal policies, and procedures related to tendering in accordance with departmental guidelines.
  • Implement and maintain a Quality Assurance system to ensure the accuracy and completeness of documents.Maintain a log of all live tender packages for periodic review by the section head.Support senior management with regular reporting on tenders and bids.
  • Assist in final negotiations and coordinate with the legal and risk departments to address deviations from standard contracts. Oversee contract document compilation, ensuring timely and organized completion with input from relevant stakeholders.

Knowledge, skills & experience:

  • A Bachelor’s degree in Quantity Surveying, Construction Management or Civil Engineering 10+ years of relevant experience, with at least 5 years in the UAE/GCC.
  • 4+ years of experience in end-to-end tender process.
  • Proven experience with pre-contract quantity surveying, including tender preparation and BOQ reviews.
  • Prior work experience within a real estate developer or PMC or consultant will be an advantage

  • Ability to estimate, monitor, and control costs throughout the project lifecycle.
  • Expertise in cost forecasting, budgeting, and financial reporting.
  • Understanding of various construction cost elements, including labor, materials, and equipment.

2. Contract Management

  • Knowledge of different contract types (e.g., lump-sum, cost-plus) and the ability to interpret and manage contract terms and conditions.
  • Experience with contract administration, negotiations, and dispute resolution.
  • Ensuring compliance with contract agreements, including timelines and payments.

3. Estimating and Valuations

  • Skilled in preparing cost estimates, including materials, labor, and other resources.
  • Ability to conduct detailed valuations for work completed, assessing the progress of construction.
  • Expertise in using software tools (like CostX, Bluebeam, or similar) for estimating and valuations.

4. Procurement and Tendering

  • Knowledge of procurement processes, including preparing tender documents, analyzing bids, and recommending suppliers and contractors.
  • Expertise in negotiating pricing, terms, and conditions with suppliers and subcontractors.
  • Managing contracts and ensuring that suppliers and subcontractors meet contractual obligations.

5. Risk Management

  • Identifying potential financial risks in a construction project and developing mitigation strategies.
  • Assessing risks associated with materials, labor, or project delays, and taking proactive measures.

6. Technical Knowledge

  • In-depth understanding of construction techniques, materials, and processes.
  • Knowledge of building codes, safety regulations, and environmental standards.
  • Familiarity with construction drawings, specifications, and project scopes to accurately assess quantities and costs.

7. Project Management

  • Ability to manage and coordinate various aspects of construction projects, including timelines, budgets, and teams.
  • Monitoring the progress of projects to ensure they are completed on time and within budget.
  • Strong organizational and multitasking skills to handle several projects at once.

8. Communication and Negotiation

  • Strong interpersonal skills for communicating with clients, contractors, and team members.
  • Ability to negotiate contracts, terms, and costs effectively with stakeholders.
  • Reporting and presenting financial information clearly and concisely to clients and management.

9. Attention to Detail

  • Ensuring accuracy in measurements, quantities, and cost calculations.
  • Thoroughly reviewing contracts, tenders, and construction drawings for inconsistencies or errors.
