Roles and responsibilities
- Lead Project HSE and Technical Safety Department, act as ADNOC Ruwais LNG Project HSE Authority and provides expert advice to the organization in all HSE matters.
- Perform all HSE Management activities for the ADNOC Ruwais LNG Project
- Establish a comprehensive HSE Management System for the ADNOC Ruwais LNG Project in compliance with ADNOC HSE Standards and applicable regulatory requirements.
- Well Familiar with ADNOC HSE Standards and AGES requirement
- Conversant with HSE Best Available Technique and International HSE Design Standards e,g. IE15, NFPA, API etc. )
- Familiar with various HSE Software
- Prepare an HSE plan.
- Prepare ADNOC RUWAIS specific policies and procedures for HSE.
- Prepare HSE training plan(s)
- Execute a Job Safety Analysis prior to undertaking hazardous jobs.
- Ensure that ADNOC permit to work system will be strictly followed and ADNOC WMS (Work Management System) forms will be used.
- Establish an accident/incident (inc. environmental) investigation/reporting procedure.
- Maintain HSE records and enforce HSE regulations.
- Ensure ADNOC RUWAIS Crisis Management and Emergency Response's security requirements, recommend and design security specifications.
- Coordinate and supervise the activities of assigned personnel in all project departments and ensure performance of HSE functions at the level established by corporate management.
- Aware of ADNOC Contractor HSE Performance requirements and ensure effective HSE Management system.
- Report to Vice President, Project Execution on the status of planning and implementation of activities to ensure safe construction, commissioning, start-up and operation of PLANT.
- Perform HSE audits and implement its findings.
- Develop an emergency response plan for the Project.
- Able to facilitate HSE workshops, e.g. HAZOP, SIL, HAZID, BowTie, PHSER etc.
- Ensure that the Project HSE policy and objectives are established and compatible with the strategic direction of ADNOC.
- Manage HSE Risk Management and Loss Prevention
- Ensure consistent implementation of Technical HSE standard and integration of ADNOC HSEMS requirements throughout the life cycle of projects.
- Developing, leading, and promoting a culture in the Project organization that supports the intended outcomes of the HSEMS to ensure and encourage reporting of incidents, hazards, risks and opportunities.
- Ensure that Pre-Start-Up Safety Review (PSSR) is conducted in compliance with ADNOC PSSR Standard for new facilities prior to initial start-up.
- Ensures that HSE pre-qualification and selection criteria for Contractors and suppliers has been established for all work performed by contractors / sub-contractors and suppliers.
- Audit Project HSE procedures and its implementation, specify the requirements of audit teams for competency, experience in subject area of the audit, and impartiality considering ADNOC Audit & Assurance Standard (HSE-GA-ST09). The auditor is qualified for auditing at least ISO 45001, ISO 14001, ISO 9001 and meet requirements of ISO 19011.
- Lead ADNOC integrated HSE audits of Contractors operations, recording results of audits, findings, and corrective actions.
- Ensure Project HSE incidents are investigated in a timely manner, with accountabilities assigned, and progress on recommended actions are monitored until close-out. To ensure that these investigations are carried effectively and thoroughly:
- employees are aware of the incident reporting procedures and participate in incident investigations; and
- Training is provided in incident investigation to appropriate staff throughout the Project.
- Ensure full preparedness and capability of emergency/crisis response team and overall ADNOC to handle any potential emergency in order to protect ADNOC interests and ensure continuity of business.

- QUALIFICATIONS. EXPERIENCE. KNOWLEDGE & SKILLS:
Minimum Qualification
- Bachelor’s degree in chemical engineering risk management, Engineering or Management Disciplines or Equivalent
- Level 6 Diploma in Occupational Health and Safety or equivalent
Minimum Experience & Knowledge & Skills
- Minimum Experience
- 20 years of diverse experience in the project / maintenance/commissioning activities in the oil and gas industry with minimum 10 years at Senior HSE Managerial level experience in commissioning complex projects.
- 3 years of experience in similar position.
- Must have experience in LNG projects.
