Job Description

Roles and responsibilities

  • Review construction plans and detailed procedures.
  • Review tie-in philosophy, tie-in package & relevant procedures.
  • Hands on experience in Oil & Gas
  • Monitor the EPC Contractor’s allocation of construction resources in consideration of relative priorities to meet the construction program and recommend any appropriate corrective action where shortage of resources might prejudice the program.
  • Review and ensure that all construction procedures, method statements and Inspection & Test Plans are issued as final approved documents before start of any related work.
  • Monitor and manage inspection of the construction work performed by the EPC Contractor and/or its subcontractors to verify that such work is performed in compliance with the approved procedures and specifications, and that the workmanship is in accordance with appropriate standards of quality.
  • Ensure that the EPC Contractor has mobilized representatives of VENDORS and/or LICENSORS as required to support the construction activities.
  • Monitor the progress of work at SITE against the PROJECT Schedule.
  • Monitor the development of punch lists and close out of listed items as WORKS progress.
  • Monitor and ensure that the EPC Contractor provides all reports and test records in accordance with the provisions of the EPC Contract.
  • Be fully conversant with HSEQ plan.
  • Review Mechanical Completion/Pre-commissioning Manual.
  • Review Contractor’s request for issuance of Mechanical Completion Certificate(s) and make recommendation to Management on acceptability.
  • Monitor and ensure that the work is performed in strict compliance with the safety procedures and requirements.

A bachelor’s in civil engineering or equivalent from an accredited university with a minimum of seventeen (17+) years of relevant experience in the Oil & Gas or Petrochemical industry, including minimum (5) years, preferred in GCC region. Must have at least five (5) years of experience in similar position for mega EPC Oil & Gas or Petrochemical projects.


Desired candidate profile

  • Project Supervision and Coordination:

    • Oversee day-to-day operations of construction sites, ensuring that work is being completed according to the approved plans, specifications, and timelines.
    • Coordinate all activities between subcontractors, contractors, and on-site personnel.
    • Ensure that the project progresses according to schedule, managing the flow of materials, equipment, and personnel.
    • Resolve any conflicts or issues that may arise on-site to keep work moving smoothly.
  • Construction Site Management:

    • Manage the logistics of construction sites, ensuring that all resources are available when needed and that the site is properly organized.
    • Monitor construction activities to ensure compliance with building codes, safety standards, and environmental regulations.
    • Conduct site inspections to ensure the quality of work and adherence to project specifications.
    • Supervise the setup and dismantling of temporary structures (e.g., scaffolding, hoardings, etc.).
  • Health and Safety Compliance:

    • Enforce safety protocols on the construction site to minimize accidents, injuries, and ensure compliance with Occupational Safety and Health Administration (OSHA) guidelines and other local safety regulations.
    • Conduct regular safety meetings and toolbox talks with the construction crew to reinforce safe working practices.
    • Oversee the use of personal protective equipment (PPE), machinery, and hazardous material handling.
    • Investigate accidents and incidents on site and implement corrective actions to prevent future occurrences.
  • Budget and Cost Management:

    • Monitor the project’s budget, tracking expenses and ensuring that the project stays within financial constraints.
    • Approve material purchases, subcontractor invoices, and other expenditures.
    • Review and negotiate subcontractor bids to ensure that work is done cost-effectively and to the required quality standards.
    • Implement cost-saving measures without compromising the safety, quality, or timeline of the project.
  • Team Leadership and Development:

    • Lead, mentor, and supervise a team of foremen, craft workers, and other construction professionals to ensure optimal performance.
    • Organize and schedule the workforce, ensuring that the right personnel are available for each phase of the project.
    • Provide guidance and training to staff on construction techniques, safety practices, and equipment handling.
    • Foster a positive work environment and ensure effective communication between all team members.
  • Quality Control and Assurance:

    • Ensure that the work is completed to the highest quality standards by performing regular inspections and quality checks.
    • Address any issues with workmanship or materials and coordinate with engineers or architects to make adjustments as necessary.
    • Ensure that all materials used in the project meet quality standards and are compliant with project specifications.
