Job Description

Roles and responsibilities

  • Hold bachelor’s degree in mechanical engineering or equivalent.
  • Have relevant oil & gas offshore and onshore lifting related experience of not less than 15+ years with a minimum of 3 years in a similar position.
  • Have adequate training and hands-on professional experience and be competent to act as a Single Point Authority for lifting equipment.
  • Have professional qualification in ISO 9000 like Lead Auditor or similar bodies with sufficient experience in Quality Management Systems.
  • Be able to write Lifting plans, supervise and execute critical lifting in oil & gas companies.
  • Have focus on HSE priorities and lead a team of engineers for Safe Lifting Practices across different locations of the organization.
  • Be familiar with international standard related to Lifting engineering practices with sufficient knowledge in interpretation and to bring excellence in Change management.
  • Be trained to the 4-day course of Appointed Person in addition to the 4-day course of Lifting Supervisor by an Approved Training Company and Tutor and successfully pass the applicable exams from Lifting Equipment Engineers Association (LEEA, UK) or equivalent.

Competency

  • Assess critical lifting requirements in terms of site preparation, lifting equipment and personnel.
  • Attends the risk assessment meeting, and address the risks, by identify the resources required so that the rigging and lifting operation is carried out safely
  • Review critical and non-critical lifting plans, lifting and rigging procedures and contingency plans for critical lifting activities.
  • Review routine and non-routine lifting plans, sketches and method statements.
  • Responsible for reviewing and approve Lifting Plans.
  • Prepare and submit reports to address lifting related concerns.
  • Review the rigging team to ensure that Critical Lifting activities are performed safely and comply with Company Procedures and Lifting Plan.
  • Ensure that all the lifting gears and lifting equipment are inspected and certified before use and that all lifting equipment used has the required capacity for the safe execution of the lifting operation.
  • Ensure that all rigging and lifting activities are planned and executed as per the requirements of relevant procedures.

Desired candidate profile

  • Lifting Design and Planning:

    • Design lift plans for complex lifting operations, determining the appropriate equipment, rigging, lifting techniques, and safety measures.
    • Perform risk assessments for each lift, considering load weight, center of gravity, lifting height, environmental factors (e.g., wind, weather), and the capabilities of the lifting equipment.
    • Develop detailed lift calculations, including load charts, sling angles, and stress testing to ensure the equipment and operation can safely handle the load.
  • Equipment Selection and Inspection:

    • Select appropriate lifting equipment (e.g., cranes, hoists, forklifts) based on the load type, weight, and lifting conditions.
    • Ensure that all lifting equipment complies with relevant safety standards and regulations, and conduct or oversee inspection and certification of lifting gear and equipment.
    • Work with manufacturers or vendors to ensure the equipment’s capacity and functionality meet the specific lifting needs.
  • Lifting Operation Supervision:

    • Oversee lifting operations to ensure proper execution according to the lift plan.
    • Ensure that all rigging operations are performed safely, with riggers properly trained in techniques such as slinging, hoisting, and securing loads.
    • Monitor environmental conditions and assess any changes that may affect the safety of the lifting operation.
  • Safety Management and Compliance:

    • Enforce strict safety protocols during lifting operations, ensuring compliance with both internal safety policies and external regulations, such as those set by the Occupational Safety and Health Administration (OSHA), Lifting Operations and Lifting Equipment Regulations (LOLER), and Health and Safety Executive (HSE) guidelines.
    • Conduct safety audits and training sessions to ensure lifting personnel are adequately trained on the safe use of equipment and emergency response procedures.
    • Ensure that proper signaling and communication are in place for the lifting crew to prevent accidents and mishaps.
  • Coordination and Communication:

    • Collaborate with project managers, construction teams, and safety officers to ensure that lifting operations are scheduled and executed seamlessly within the broader project timelines.
    • Communicate clearly with crane operators, riggers, and other personnel involved in the lifting process to ensure they understand the lift plan and their roles.
    • Serve as the primary point of contact for any lifting-related issues or concerns that arise during a project.
