Job Description

Job Purpose

Leads, Directs and Manages effectively the Oil Spill and HNS Response Base daily and emergency activities to ensure that the staff, Response Equipment, Technology Equipment and Software, and Vehicles are maintained and allocated at the optimum level. Also, Manage the short, medium, and long-term resource planning to ensure a state of readiness at all times.

Key Accountabilities

  • Manages base staff by overseeing their performance and training in order to ensure high levels of engagement and productivity.
  • Ensures that Base and Operational activities are carried out with due regard for Team safety and environmental consideration in line with ADNOC 100 % HSE culture and ADNOC HSE Standards.
  • Manages Base activities including operations, maintenance, HSE, and logistics to ensure resource readiness and preparedness.
  • Reviews and approves Annual and Monthly Logistics, HSE, Maintenance, and Operations Plans.
  • Oversees the various HR-related processes within the Oil Spill & HNS Response Base (such as employee attendance, leave, medical check-ups) on a daily basis.
  • Exercises financial authority at the Base level established by the management by endorsing all base payments.
  • Ensures that expenditures and cost utilization are within the base activities in order to ensure that costs do not exceed the established budget for the base.
  • Carries out monthly engagement sessions with the Base Staff to ensure all the team is updated on Company activities and kept informed of all important information.
  • Recognize outstanding individual performance and encourage the team by utilize the reward platform as per the company procedures..
  • Participates effectively in all meetings. Also, chairs the internal weekly meeting with the base team.
  • Reviews and Reports the Base Weekly Performance Report to the Department Management.
  • Provides the required support to assist during all departmental events.

Job Specific Accountabilities

  • Ensures the support of training services delivery by the Base Employees to ensure effective cooperation, optimal knowledge transfer, and the overall improvement of Oil Spill and HNS Response capabilities.
  • Trains and coaches Team leaders, Officers, and Responders, and allocates the tasks to Team Leaders to ensure that all activities are carried out at a high level.
  • Ensures implementation and documentation of the handover meeting between the incoming and outgoing Duty Teams to ensure optimal communications and operations continuity.
  • Supervises directly the Tier 1 Team Leaders and provides directions and coaching to them.
  • Ensure meeting the ILSP Tier 1 Contract obligations and KPIs.
  • Provides support to the ILSP Team if required.

Job Specific Accountabilities

  • Supports the implementation of the HSEAI assurance program at the Base level.
  • Ensures all applicable ADNOC HSE Standards are implemented effectively with the collaboration of the Department's HSE Focal Point.
  • Review all the Monthly HSE reports before submitting them to the Department's HSE Focal Point.
  • Conducts dedicated PTW Audits of operations, projects, and maintenance activities.
  • Recognizes, appreciates, and rewards employees and teams with commendable behaviours; and communicates to the Department's HSE Focal Point
  • Applies disciplinary process to violators as per HSE-GA-ST12 HSE Recognition & Accountability Framework requirements and closed within the required timeline.
  • Participates in the Site JCAC to investigate individual violations resulting from incidents, observations, spot checks, site visits, violations, AI inspections, maintenance failures, etc., and recommend consequences based on the severity within the required timeline.
  • Carries out risk assessments for all new and high-risk activities related to operations, projects, and technical activities

Minimum Requirement

  • Bachelor's Degree in relevant field or equivalent experience.
  • 8 years of experience in Oil Spill & HNS Response field.

Professional Certifications

  • OPRC OSR Level 3 or IMO (level 3).
  • ICS 100, 200 & 300.
  • HNS Managerial Level.
  • STCW.
  • T-BOSIET/HUET
